‫CGTN: يجب الوفاء بالوعد وتحقيق التعهد

بكين, 17 مايو / أيار 2021 /PRNewswire/ — قبل أكثر من 2000 سنة، قال الفيلسوف الصيني كونفوشيوس”يان بي شين، شينغ بي قوه”، ومعناها “يجب الوفاء بالوعد وتحقيق التعهد“.

وقال الرئيس الصيني شي جين بينغ: “تشدد الحضارة الصينية على المفهوم بأن “يجب الوفاء بالوعد وتحقيق التعهد”، و “مع الأشخاص غير الأمناء، تصبح المصداقية موضع شك“.

وتلتزم الصين بهذا القول خلال عملية تنميتها وتمثل الخطة الخمسية لها خير دليل على كيفية الوفاء بالوعد.

الوفاء بالوعد

الخطة الخمسية التي وضعت كل خمس سنوات منذ عام 1953 وتعتبر سمة رئيسية لنظام الحكم في الصين، تحدد أهدافا وسياسات تنموية. وباستثناء الفترة بين عامي 1963 و1965، تم وضع، أو بالأحرى إنجاز ما مجموعه 13 خطة خمسية.

وعلى سبيل المثال معركة الصين ضد الفقر. وكان تخليص جميع الفقراء الريفيين من الفقر بحلول عام 2020 واردا في الخطة الخمسية الـ13 للصين (2016-2020). وبعد ثماني سنوات من العمل، تم رفع مستوى الحياة لنحو 100 مليون فقير ريفي في الصين جميعا لتجاوز خط الفقر الحالي في عام 2020.

كما تلتزم الصين بتعهداتها في الشؤون الدولية.

وحددت قمة كوبنهاغن في عام 2009 هدف استهلاك الطاقة غير الأحفورية للصين في عام 2020 عند 15% وتخفيض انبعاثات الكربون بنسبة من 40% إلى 45% مقارنة مع عام 2005. وكانت إحصاءات الصين في عام 2019 هي 15.3% و48.1%. وهذا يعني أن الصين تجاوزت وأنجزت تلك الأهداف قبل الموعد المحدد.

ومقارنة مع عام 2005، انخفضت انبعاثات الدفيئة لكل وحدة من الناتج المحلي الإجمالي في الصين بنسبة 48% في عام 2019، وفقا لوزارة البيئة الإيكولوجية، لتفي الصين بوعدها لعام 2020 قبل الموعد المحدد.

الخطة الخمسية الـ14 للصين والتعهدات الجديدة

في عام 2021، أطلقت الصين مسيرة جديدة نحو التحديثات الاشتراكية من خلال الخطة الخمسية الـ14 (2021-2025).

وتضم الأهداف المحددة في السنوات المقبلة السيطرة على معدل البطالة الحضرية والحفاظ عليه عند نقطة أقل من 5.5%، وتحقيق 7% من معدل النمو السنوي في الإنفاق على البحث والتطوير.

كذلك تعهدت الصين بتخفيض استهلاك الطاقة لكل وحدة من الناتج المحلي الإجمالي بنسبة 13.5% وتخفيض انبعاثات ثاني أكسيد الكربون بنسبة 18% لبناء اقتصاد أخضر وتمهيد الطريق لإنجاز أهداف انبعاث الكربون طويلة الأمد بحلول عام 2030.

وقال شي في قمة المناخ في إبريل الماضي: “تعمل الصين على بلوغ ذروة انبعاثات ثاني أكسيد الكربون قبل عام 2030 وتحقيق الحياد الكربوني قبل عام 2060“.

لتحقيق هذه الأهداف الطموحة، يعتبر العمل الشاق ضروريا للوفاء بالوعد.

GWM hosts marathon in the smart factory to show its scientific charm
