World Government Summit Organisation hosts international meeting to accelerate SDG implementation

DUBAI, The World Government Summit Organisation, in partnership with the Federal Competitiveness and Statistics Centre and the Permanent Mission of the UAE to the United Nations (UN), hosted the inaugural meeting that took place virtually under the theme “Galvanising the Global Acceleration of the SDGs” on the sidelines of the 76th session of the UN General Assembly.

The inaugural meeting witnessed the soft launch of the second term of the Global Councils on SDGs 2021-2023, in which several ministers and policymakers from the UAE are leading a number of the Global Councils. The second term of the Global Councils on SDGs will have 18 Councils drive impact towards the implementation of the 2030 Agenda for Sustainable Development to rebuild sustainably post COVID-19.

The meeting was attended by Reem bint Ibrahim Al Hashemy, Minister of State for International Cooperation and Chairwoman of the UAE National Committee on SDGs; Suhail bin Mohammed Al Mazrouei, Minister of Energy and Infrastructure; Omar bin Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy and Teleworking Applications and Managing Director of the World Government Summit; Abdulla Nasser Lootah, Director-General of the Prime Minister’s Office and Vice Chair of the UAE National Committee on the SDGs; Rt Hon. Helen Clark, New Zealand’s 37th Prime Minister and former Administrator of the United Nations Development Programme, and distinguished chairpersons.

The Chairpersons discussed innovative solutions for the SDGs, and the importance of mobilising international support needed for global acceleration to implement the SDGs. Furthermore, they looked into opportunities for collaboration and establishing strong partnerships that bring together various stakeholders involved in the fulfilment of the SDGs from countries, international organisations and members of civil society.

Al Hashimy said, “Today, we welcome 18 distinguished Councils who will embark on the second term of the Global Councils on SDGs. The term will divert from a singular SDG approach to a nexus approach. Giving the complexity and interlinkages of the SDGs, the Councils will galvanise and accelerate the implementation of the goals through innovative partnerships, inspiring projects, and informative white papers that will advance our understanding of one another as well as the challenges we face as a society today.”

Al Olama, stated that “the fulfillment of the SDGs is at the core of the UAE governments direction, and a key pillar on the agenda of the World Government Summit. Since its launch at the summit, the initiative strived to support international efforts and serve as an open platform for collaboration, cooperation and development of initiatives and solutions to achieve the Global Goals”.

He continued, “The World Government Summit is keen on strengthening partnerships for the benefit of communities and the creation of a better future for the next generations”. Moreover, he indicated that achieving the SDGs is a shared responsibility between governments, private sector, international organisations, and members of civil society.

For his part, Lootah said, “The launch of the second term of the Global Councils on SDGs through this platform, hosted by the UAE’s government and through the World Government Summit platform, emphasises the government and the National Committee’s commitment to support and strengthen international efforts to achieve the SDGs, and actively participate in finding solutions and mechanisms to accelerate the implementation. “

Lana Nusseibeh, Ambassador and Permanent Representative of the UAE to the UN in New York, added “We have less than 10 years to meet the objectives we’ve set out for ourselves in the SDGs. The SDGs are our blueprint for sustainable recovery out of the pandemic and we need all hands on deck. I welcome the launch of the second phase of the Global Councils on SDGs, who are delivering exactly the kinds of hands-on, pragmatic solutions that we need to turbo-charge the SDGs.”

18 Global Councils to drive impact within the second term of the Global Councils on SDGs The second term will have 18 Councils driving impact towards the implementation of the 2030 Agenda for Sustainable Development through innovative projects, whitepapers, or initiatives to rebuild sustainably in post COVID-19.

The second term represents ten first-term Global Councils who are continuing their journeys, and eight new global councils are joining the global movement in support to the global implementation of the SDGs. The Chairpersons of the Global Councils on SDGs 2021 to 2023 are Suhail Al Mazrouei; Helen Clark ; Dr. Mahmoud Mohieldin Executive Director, International Monetary Fund, United Nations Special Envoy; Mona Al Marri, Vice President of the UAE Gender Balance Council; Dr. Tariq Al Gurg, Chief Executive Officer and Vice-Chairman of Dubai Cares; Francesco La Camera, Director General of International Renewable Energy Agency (IRENA); Dr. Muhammad Ali Patek, Julio Frenk Professor of the Practice of Public Health Leadership, Harvard; Dr. Zsuzsanna Jakab, Deputy Director-General, World Health Organisation; Marie Aimee Boury, Head of Impact Based Finance at Societe Generale Corporate and Investment Banking; Dr. Tatyana Teplova, Head of Division, Policy Coherence for SDGs, Senior Counsellor for Gender Equality, Justice and Inclusiveness, OECD; and Ibrahim Al-Zu’bi, Chairman of the Corporate Board, Chief Sustainability Officer, Majid Al Futtaim.

The new Global Councils who are joining hands to galvanise and accelerate global implementation of the SDGs, will establish nexus models. The SDGs are interlinked and the impact on one SDG, will have impact on another (or more). Therefore, the partnership redesigned the direction of the Councils to include the nexus approach. Chairpersons of the nexus approach are Dr. Elizabeth Cousens, President and Chief Executive Officer of the UN Foundation; Hana Al Rostamani, Group Chief Executive Officer, First Abu Dhabi Bank; Mohammad Al Hashimy, Deputy Group General Counsel and Company Secretary, DP World; Dr. Manal Taryam, Chief Executive Officer and Board Member, Noor Dubai Foundation; Dr. Sonia Ben Jaafar, Chief Executive Officer of the Abdulla Al Ghurair Foundation for Education; Isobel Abulhoul, Chief Executive Officer and Trustee of the Emirates Literature Foundation; Luc Remont, Executive Vice-President, International Operations, Schneider Electric; and Clint Brown, Director of Product Engineering, Esri.

Rt Hon. Helen Clark stressed upon the urgent need for effective and collective action and stated, “Many countries have expressed strong political commitment to achieving the SDGs by 2030. Good intentions and public commitment don’t automatically translate, policies into effective action. Realities are very complex and the challenges enormous. COVID-19 has made it even clearer that systemic change is urgently needed. To make it happen, we need capable and skilled leaders in the driver’s seat, both domestically and internationally. They must be supported by effective, transparent, and accountable civil servants with high levels of integrity. That’s what our Council will discuss and work on.”

Al Mazrouei stated, “Achieving the sustainable development goals is a shared responsibility that requires a clear approach from those concerned to overcome the challenges faced by cities and societies. Energy 2050 and the UAE Water Security Strategy 2036 play a fundamental role in increasing interest in the green economy and promoting green projects. They constitute as an essential source of support for the country’s efforts and unremitting endeavors to adopt innovative green solutions that support sustainable development goals, and the sustainability of natural and environmental resources.”

Francesco La Camera stated, “The energy transition plays an essential role in achieving numerous socioeconomic outcomes and therefore lies at the heart of the sustainable development agenda,” said IRENA Director-General Francesco La Camera.

He continued, “The Global Councils on SDGs are an opportunity for a broad spectrum of organisations to come together and ensure coordinated action in pursuit of the sustainable development goals. IRENA is wholly supportive of the Councils and committed to the achievement of its aims.”

The Global Councils on SDGs is a unique interdisciplinary network of decision makers from governments, international organisations, academia, and the private sector coming together to share innovative practices and discuss the creative implementation of the 17 SDGs at national and global levels.

The UAE National Committee on SDGs is leading the efforts to endorse its ambitious goals to achieve the 2030 Agenda, setting the targets of the sustainable development goals in line with the UAE national agenda, set priorities for goals that should be achieved within a certain time frame, and set practical standards for determining the stages of implementation of these goals within the national development agenda.

UAE leaders condole Algerian President on death of Abdelaziz Bouteflika

ABU DHABI, President His Highness Sheikh Khalifa bin Zayed Al Nahyan has sent a cable of condolences to President Abdelmadjid Tebboune of Algeria, on the death of the country’s former President Abdelaziz Bouteflika.

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, and His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, dispatched similar condolences to President Tebboune.

Mohammed bin Rashid issues Decree to merge Emirates Maritime Arbitration Centre and DIFC Arbitration Institute into DIAC

DUBAI, In his capacity as the Ruler of Dubai, Vice President and Prime Minister of the UAE His Highness Sheikh Mohammed bin Rashid Al Maktoum has issued Decree No. (34) of 2021 on the Dubai International Arbitration Centre (DIAC).

The Decree dissolves the Emirates Maritime Arbitration Centre and the Dubai International Financial Centre Arbitration Institute and merges their operations and assets into the Dubai International Arbitration Centre (DIAC), an autonomous non-profit institution that provides regional and international business communities with world-class arbitration services.

The new Decree supports Dubai’s efforts to enhance the efficiency of its alternative dispute resolution sector and reinforce its growing status as a global arbitration hub. Pursuant to the Decree, the ownership of real estate, assets, funds, staff, financial allocations and membership base of the two dissolved arbitration centres will be transferred to the Dubai International Arbitration Centre. Dubai Courts and DIFC Courts will continue to hear claims, applications and appeals related to any arbitration proceedings conducted in tribunals of the dissolved arbitration centres.

Decree No. (34) of 2021 replaces Decree No. (10) of 2004 relating to the establishment of the Dubai International Arbitration Centre and annuls any legislation that contradicts the provisions of the new Decree. The Centre has been directed to comply with the new Decree within six months of its effective date.

The newly issued Decree also outlines the Dubai International Arbitration Centre’s objectives, functions and organisational structure at three levels: the Board of Directors, an arbitration court to be formed in accordance with the new merged structure, and the administrative unit of the Centre.

According to the Decree, the Dubai International Arbitration Centre’s major objectives include establishing Dubai as a leading global centre for alternative dispute resolution, promoting alternative dispute resolution mechanisms and serving the emirate’s financial and business community.

Further to the Decree, the Dubai International Arbitration Centre will establish a new arbitration court consisting of 13 members, including its President and Vice President. The new court’s members, who will have locally and internationally accredited arbitration expertise, will be appointed by decisions of the Centre’s Board of Directors for a non-renewable term of four years.

Sessions at IGCF will focus on future-proofing government communication

SHARJAH, The 10th edition of the International Government Communication Forum, on 26th and 27th September, 2021, at the Expo Centre Sharjah, will host two vital brainstorming sessions to catalyse conversations around the lessons learnt from crucial government communication strategies over the years and determine the expertise required to cope with future demand.

In the presence of leading global thinkers, top government officials and communication experts from the Arab region and globally, the discussions at the region’s leading forum on government communication will highlight the vital questions that experts seek answers to, for developing a blueprint for an effective communication model.

A panel discussion on 26th September titled, “The efficacy of communication messages – A cross-disciplinary collaboration involving behavioural science and data analytics”, will look closely at the changes resulting from digital transformation and the challenges and opportunities it has since thrown up.

The session will also address how to integrate new sciences into communication departments, and develop a general framework for the needs of current and future government communication professionals to achieve an effective level of public communication by involving experts from a variety of fields.

The distinguished panel includes Saeed Mohammad AlEter, Head of the UAE Government Media Office, and Director-General of the Executive Office in Dubai, who developed the Federal Government’s general communication strategy and championed the development of strategic government communication guidelines within the UAE Government; Dr. Abdullah bin Ahmed Al-Maghlouth, Acting Minister of Media and Director General of the Centre for Government Communication in the Kingdom of Saudi Arabia, and David Halpern, Chief Executive of Behavioural Insights Team, a United Kingdom-based global consulting firm.

The future relevance of government communication tools: An assessment”, a key panel discussion to be held on 27th September as part of the main programming agenda at IGCF 2021, will host Omar Sultan Al Olama, the UAE Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications; Eng. Sakher Marwan Dudin, Jordan’s Minister of State for Media Affairs, Toomas Hendrik Ilves, former President of Estonia (2006-2016), and Sir Craig Oliver, veteran British editor, producer and media executive, who served as Director of Politics and Communication for former British Prime Minister David Cameron. Pulse 95 presenter, Sally Mousa, will moderate the session.

Al Olama, the Managing Director of the World Government Summit, who spearheads UAE’s efforts to grow into a global leader in the digital economy, will lead an expert assessment of the commonly used tools and platforms and highlight opportunities and challenges in government communication.

The question that government communication teams face globally is whether they have the right structure in place for a modern communications function, and whether they have the latest tools and guidance to effectively evaluate the situation.

Over the years, though the communications profession has changed dramatically, this question remains valid and is one all government communicators should regularly ask themselves. As a function and profession, government communication practices must constantly evolve, anticipate and keep pace with technological change, be audience-focused and demonstrate its effectiveness. This discussion will provide a blueprint for shaping such an effective and future-ready government communications strategy.

Mohammed bin Rashid Al Maktoum Charity Establishment sends 8th aid aircraft to Afghanistan

DUBAI, An aid aircraft loaded with 13 tonnes of humanitarian and food supplies sent by the Mohammed bin Rashid Al Maktoum Humanitarian and Charity Establishment left the UAE today for Kandahar Airport, south of Afghanistan, to support the Afghan people.

Ibrahim Bumalha, Advisor to His Highness Sheikh Mohammed bin Rashid Al Maktoum for Humanitarian and Cultural Affairs and Vice Chairman of the Board of Trustees of the Establishment, said the 8th aid aircraft is part of an airbridge meant to ease the suffering of the Afghan people and improve their living conditions.

The aircraft carries seven tonnes of life-saving medical supplies and six tonnes of infant milk, he added.

He further added that the humanitarian aid sent to Afghans aims to solve the food and medicine shortages they are suffering from due to the current situation.

SCCI receives Ambassadors of Estonia, Uzbekistan, and Kazakhstan

SHARJAH, The Sharjah Chamber of Commerce & Industry (SCCI) received three high-level delegations from Estonia, Uzbekistan, and Kazakhstan to discuss strengthening economic and investment cooperation and trade exchange with the Emirate of Sharjah and the UAE business community in general.

In the first meeting, Abdullah Sultan Al Owais, Chairman, SCCI, met with Jaan Reinhold, Ambassador of the Republic of Estonia to the UAE, where the two sides explored prospects of enhancing economic, commercial, and investment ties between the two friendly countries.

At the meeting were Mohammed Ahmed Amin Al-Awadi, Director-General, SCCI, and Fatima Al Mokarrab, Director of the Department of International Relations, SCCI.

Reinhold expressed his interest in boosting the ties between the private sector in Estonia and Sharjah, stressing his country’s eagerness to foster trade and investment relations with Sharjah.

Reinhold invited the SCCI to participate in the Latvia, Sweden, and Estonia Entrepreneurship Forum, which is on 19th October, 2021, expressing his willingness to establish a business council for Estonia in Sharjah to represent the business community and enhance cooperation between the two countries.

The second meeting was between Al Owais and Madeyar Menelikov, Ambassador of the Republic of Kazakhstan to the country. The two sides discussed means to foster economic cooperation and joint investments, exchange trade missions, and forge partnerships between the business communities in Sharjah and Kazakhstan.

During the meeting, Al Owais stressed the depth of the historical relations between the two countries which serves as a driving force towards further joint work at the economic and commercial level between Sharjah and Kazakhstan.

Menelikov expressed his country’s willingness to enhance economic openness to the business sectors in Sharjah.

The SCCI also discussed ways to enhance economic cooperation with the Republic of Uzbekistan during the meeting between Al Owais and Bakhtiyar Ibrahimov, Ambassador of the Republic of Uzbekistan.

The meeting highlighted the most critical competitive economic components the emirate enjoyed and stressed the importance of enhancing bilateral cooperation in the tourism, industrial and agricultural sectors.

The Uzbek Ambassador invited the Sharjah Chamber to celebrate the Uzbek National Day, which takes place on 8th December, 2021, at the Uzbekistan platform at Expo 2020 Dubai.

Al Owais said, “Such meetings constitute a significant opportunity to develop strategic relations between the Emirate of Sharjah with various countries, to establish more positive cooperation and mutual investment that serves the interests of the Sharjah business community.”
