Dubai’s Rights of Persons with Disabilities Law, executive regulations now on Zayed Higher organisation app

ABU DHABI, The Zayed Higher Organisation for People of Determination (ZHO) has included the translation of Dubai’s Law on the Rights of Persons with Disabilities and its executive regulations in sign language for the deaf on its smartphones application, as well as audio material that suits the blind and visually impaired.

The publication includes the text of Law No. 3 of 2022 issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, in his capacity as Ruler of Dubai, regarding the rights of persons with disabilities in the emirate, and its executive regulations that were issued by H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council.

The initiative aims to spread the law to all groups and deliver its materials to the public, especially People of Determination, including the audio-visual, to ensure access to information, empower PODs with knowledge of their rights, and raise awareness of the various segments and groups of the society of special legislation for people of determination.

The deaf category can view the entire articles of the law and its executive regulations and watch translated film materials through the smart application, where the translation has been divided according to its articles and executive regulations.

This community initiative comes from the Zayed Higher Organisation for People of Determinations (ZHO) strategic framework to expand the scope of participation of people of determination in community activities and nurture their talents to allow them to participate in public life. It is also related to the objectives of the Supreme Legislation Committee in Dubai regarding providing sustainable and balanced government legislation and promoting legislative culture.

Abdullah Al Humaidan, Secretary-General of ZHO, stated that the organisation carries a humanitarian message for all categories of People of Determination, as it works to provide care and rehabilitation for them and seeks to empower them by launching initiatives that contribute to achieving this goal.

He added that ZHO had earlier launched, as part of its national initiatives, the Emirati Sign Language Dictionary Project for the Deaf, which collects local Emirati sign language terms and documents them in an approved version to work towards integrating the deaf category of people of determination into society and spreading their language, especially the Emirati vocabulary in the Emirati sign language Under the slogan ‘Towards a Unified Emirati Sign Language Dictionary’. Its first phase was launched with the approval and blessing of the Cabinet, with the participation of eight different parties. More than sixty deaf and deaf people participated in the completion of the work, in addition to twelve translators and twelve individuals working with the deaf.

The secretary-general indicated that the idea of the Emirati Sign Language Documentation Project comes from the need for deaf people in the country for a unified reference that gathers their language, to ensure its continuity and growth, and to study the changes that occur to it in the future, due to the special nature of sign language. In addition, Deaf people are referred to an indicative encyclopaedia documenting their language for them like their peers in neighbouring countries.

Ahmed bin Meshar, Secretary-General of the Dubai Supreme Legislation Committee, valued the fruitful cooperation and distinguished partnership with the ZHO within the project. He stressed that this is in line with the new methodology of federal government work announced by His Highness Sheikh Mohammed bin Rashid to accelerate achievements and set priorities by transforming government activities, business and plans into transformational projects at the national level to work as one team.

DEWA’s R&D Centre registers a patent for charging UAVs

Dubai Electricity and Water Authority’s (DEWA)’s Research & Development Centre has registered a new patent for an Unmanned Aerial Vehicles (UAV) charging system that enables continuous charging for UAVs and thus provide longer flying hours with a large storage capacity. This is in addition to improving the efficiency of charging and facilitating the charging process. The innovative system uses a group of UAVs to charge the main one through electromagnetic induction. The innovative system can be used for government, military, commercial, and personal operations.

HE Saeed Mohammed Al Tayer, MD & CEO of DEWA, praised the researcher’s continuous efforts which have resulted in an innovative system to increase the efficiency of operations that use UAVs. Al Tayer noted that patents registered by the R&D Centre support efforts to make the centre a global platform for promising technologies. This maintains DEWA’s position as one of the best utilities in the world. The system enriches the scientific community in Dubai and the UAE through spreading knowledge and qualifying Emirati researchers.

Mohammed bin Rashid announces major structural change in educational system

DUBAI, Under the directives of President His Highness Sheikh Mohamed bin Zayed Al Nahyan, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, announced a new major restructuring of the education system in the UAE, and directed the establishing of institutions supporting the development of the sector.

His Highness Sheikh Mohammed bin Rashid Al Maktoum said, “After consultation with my brother, President His Highness Sheikh Mohamed bin Zayed Al Nahyan, we announce today a major structural change in the UAE’s education sector.. We appointed Ahmad Belhoul Al Falasi as the Minister of Education.. We directed him to review all legislations and policies related to the education system in our country.”

His Highness added, “Also today, we announce the appointment of Sarah Al Amiri as the Minister of State for Public Education and Advanced Technology and the Chairwomen of the Emirates Schools Establishment.. We directed her to develop a comprehensive plan to upgrade public schools in the country.. We thank Hussain Al Hammadi and Jameela Al Muhairi for their efforts during the previous period.”

His Highness Sheikh Mohammed Bin Rashid noted, “We also announce the appointment of Sara Musallam as the Minister of State for Early Education, and to supervise the newly established Federal Authority for Early Education.. His Highness announced the establishment of the “Federal Authority for Quality and Standards of Education” affiliated to the UAE Cabinet, to be responsible for measuring the educational outcomes, student performance, and the efficiency of the educational process.

Also, His Highness Sheikh Mohammed bin Rashid announced the restructuring of the “Education and Human Resources Council” chaired by H.H. Sheikh Abdullah bin Zayed Al Nahyan, Minister of Foreign Affairs and International Cooperation, to be responsible for supervising the project of the Future of Education in the country.

New Structure of Educational System The new structure in the education sector includes the Education and Human Resources Council, Federal Authority for Quality of Education, the Ministry of Education, the Federal Authority for Early Childhood Education, the Emirates Schools Establishment, in addition to the local educational authorities in each emirate, which will operate according to one system and specific competencies.

The Education and Human Resources Council Under the new structure, the Education and Human Resources Council will be reconstituted, chaired by His Highness Sheikh Abdullah bin Zayed Al Nahyan, Minister of Foreign Affairs and International Cooperation.

The council will be responsible for supervising the project of the Future of Education in the country.

Also, the Council’s responsibilities will include setting the vision and objectives of the education sector in the UAE, developing the general framework for education and submitting it to the UAE Cabinet for approval, and developing educational policies and legislation. In addition, the Council will follow up the performance of the sector.

The Federal Authority for Quality and Standards of Education The new structure created a specialised Authority for Quality of education to be affiliated with the UAE Cabinet. It will be mainly responsible for measuring the educational outcomes, student performance, and the efficiency of the educational process.

The Authority will be responsible for measuring the quality of education, auditing educational outputs related to education, early childhood education, kindergarten, public education, and higher education, in addition to submitting reports on the results and proposals to develop policies, strategies, legislation and curricula.

The Federal Authority for Early Childhood Education The new structure created a federal authority specialised in early childhood education, to develop and implement comprehensive plans to follow up the child development from birth to the fourth grade. Affiliated with the UAE Cabinet, the Authority will be responsible for developing policies, strategies, legislations and programs related to the education needs of the early childhood stage.

The Authority will be responsible for setting regulations and standards, and issuing licenses and monitoring government and private nurseries in the country in coordination with the competent local authorities, and working with parents to enhance their role in the early childhood stage.

Developing the Ministry of Education According to the new structure, the responsibilities of the Ministry of Education will include developing policies, strategies and legislation related to public and higher education in the UAE.

The Ministry’s functions include managing and developing the general education framework, curricula and tools for government public education schools in the country, developing curricula for compulsory educational materials for private schools, setting standards and regulations, issuing licenses and monitoring private schools in coordination with the competent local authorities.

The work of the Ministry also consists of supervising international exams in the country and managing their implementation in all public, private and higher education institutions, in coordination with the concerned authorities. In addition to the recognition of public and higher education institutions operating outside the country, equivalency of certificates and qualifications they grant, and ratification of certificates and qualifications issued by public and higher education and training institutions licensed within the country.

The Emirates Schools Establishment The new structure of the education system included the Emirates Schools Establishment, which comes under the umbrella of the UAE Cabinet, and is concerned by enhancing the efficiency of the government schools and nurseries, supervising public schools in the country, and implementing policies, strategies and standards related to the development of the education sector.

Under the new structure, the Establishment will also be specialised in developing student care programmes, activities and events in public schools, supervising their implementation, and proposing innovative and new models for operating public schools to raise their efficiency.

UAE health system fully prepared to deal with monkeypox: MoHAP

DUBAI, The Ministry of Health and Prevention (MoHAP) has stressed that the UAE’s health system is fully prepared to handle the spread of monkeypox, adding it is proactively investigating and closely monitoring any suspect cases.

Monkeypox is a viral zoonotic disease that occurs primarily in tropical rainforest areas of Central and West Africa and is occasionally exported to other regions. The disease is transmitted to humans through close contact with an infected person or animal, or with material contaminated with the virus.

The virus is transmitted from one person to another by close contact with lesions, body fluids, respiratory droplets and contaminated materials such as bedding. Though rare and usually mild, monkeypox can still potentially cause severe illness.

Before the recent outbreak, the disease used to be limited to a small and medium group of people, which highlights the fact that it has a low human-to-human transmission possibility. Though rare and usually mild, monkeypox can still potentially cause severe illness.

The incubation period of monkeypox is usually from 7 to 14 days but can extend to 21 days. The infection of a certain person begins with a skin eruption, which usually appears 3 days after suffering from fever. Monkeypox typically presents clinically with fever, rash and swollen lymph nodes and may lead to a range of medical complications.

The ministry emphasised it is currently studying and evaluating the seriousness of the disease locally, and accordingly issued a circular for all medical cadres working in the country requesting them to report any suspected case to competent health authorities.

“We have put in place precise mechanisms for diagnosing suspected patients. The technical advisory team for pandemic control has also prepared a comprehensive guide for surveillance, early detection of the disease, management of clinically infected patients and precautionary measures,” the minister said.

MoHAP reiterated that it is closely monitoring the spread of monkeypox worldwide and is intensifying the local epidemiological surveillance in cooperation with other health entities to detect any possible cases and prevent the local spread of the virus.

This comes in response to several reports being widely shared about the outbreak of monkeypox in a number of countries around the world.

The ministry called on the public not to promote or be misled by rumors and to take information from official sources only, urging everyone to follow up on the latest developments and guidelines issued by competent health authorities.
