Atradius survey: significant uptake of trade credit insurance across UAE

Expressing a concern over safeguarding cash flow, more businesses have turned to credit insurance than last year

DUBAI, UAE – Media OutReach – 28 June 2022 – The latest Atradius Payment Practices Barometer Survey for the United Arab Emirates has revealed a year-on-year increase in the number of businesses adopting trade credit insurance. The majority of businesses polled cited the need to protect cash flow and minimise days sales outstanding (DSO) as primary reasons for taking out a policy. Indeed, 60% of businesses polled explained that liquidity issues were the primary reason for payment defaults. However, there was also an increase in the number of businesses choosing to use specific trade finance solutions to complement their credit insurance policy.

Despite this increase in the adoption of trade credit insurance, there was no year-on-year change in the total value of B2B sales made on credit, which remained at about half of all sales. Write-offs also held steady at 8% with no change year-on-year. Businesses across the UAE reported different reasons for offering customer credit. These ranged from the desire to grow sales with existing customers in the agri-food industry, to the need to remain competitive within regional and international markets as indicated by respondents in the ICT industry.

“The UAE has a strategically important position as the region’s commercial hub”, said             Schuyler D’Souza, Managing Director Middle East at Atradius. He explained: “Although there remains a widespread preference for cash, trade credit is used to drive sales across various sectors where businesses are competing in international markets. The more widespread use of trade credit insurance in the region is likely to reflect the development of more sophisticated credit management strategies. It is the indication of a maturing market and a further example of the importance of the nation’s commercial focus.”

Overall, companies in the UAE appeared upbeat about their business outlook. The Atradius survey reported an optimistic mood among interviewees, the majority of whom anticipate an improvement in customer payment practices over the coming year. 71% (across all industries) said they expect to increase the amount of B2B credit they trade over the coming months, reflecting anticipated growth in their market share. There was also a widespread expectation that DSO would be kept under control. 53% of the total value of invoices is currently overdue, an improvement on the 60% reported in our last survey in 2021.

The exception to the positive outlook is the steel/metals industry, which has been impacted by geopolitical tensions and supply chain issues. In this year’s survey the industry reported a year-on-year increase in write offs; 12% of all B2B invoices this year compared to 9% last year. The sector also saw an increase in late payments; 49% up from 30% last year.

Atradius conducted the Payments Practices Barometer survey in the first half of 2022. Responses were collected from businesses across the UAE in agri-food, chemicals, consumer durables, electronics/ICT and steel/metals industries.

وأشار شي إلى أن التحركات الحمائية ستزدهر؛ فأي شخص يحاول تشكيل كتل حصرية سينتهي به الأمر إلى عزل نفسه، وأن إضافة أقصى العقوبات لا يخدم مصلحة أحد، وأن ممارسات فك الارتباط وتعطيل الإمداد ليست ممكنة ولا مستدامة.

كما سلط الرئيس الصيني الضوء على ضرورة تبني دوافع جديدة للتنمية، قائلًا إنه ينبغي بذل الجهود لتعزيز الإبداع العلمي والتكنولوجي فضلًا عن الإبداع المؤسسي، والنهوض بالصناعات الحديثة، وسد الفجوة الرقمية، وتسريع التحول المنخفض الكربون.

وفيما يتعلق بالتنمية، شدد شي على ضرورة عدم التخلي عن أي بلد أو فرد، داعيًا إلى إقامة شراكة إنمائية عالمية.

وعد الصين الراسخ

مع الأخذ في الاعتبار رفاهية البشرية كلها، اقترح شي مبادرة التنمية العالمية ( GDI ) في المناقشة العامة للجمعية العامة للأمم المتحدة في دورتها السادسة والسبعين في سبتمبر 2021 في توجيه التنمية العالمية نحو مرحلة جديدة من النمو المتوازن والمنسق والشامل، والتي لقيت ترحيبًا حارًا ودعمًا قويًا من أكثر من 100 دولة.

أعلن شي يوم الجمعة عن الخطوات العملية الأخرى التي اتخذتها الصين لتقديم الدعم المستمر لخطة التنمية المستدامة لعام 2030 وتعزيز الرخاء العالمي.

وقال إن الصين سترفع مستوى صندوق مساعدة التعاون فيما بين بلدان الجنوب إلى صندوق عالمي للتنمية والتعاون فيما بين بلدان الجنوب، وستضيف مليار دولار إلى الصندوق بالإضافة إلى مبلغ الـ 3 مليار دولار الذي تم الالتزام به بالفعل، وستزيد كذلك من المدخلات في الصندوق الاستئماني للسلام والتنمية التابع للأمم المتحدة.

وأشار شي إلى أن الصين على استعداد للعمل مع جميع الأطراف لتعزيز التعاون في الحد من الفقر والقضاء عليه، وإنتاج الأغذية وإمداداتها، والتنمية الخضراء، وابتكار اللقاحات، والبحث والتطوير، وكذلك تعزيز التصنيع والربط.

ووفقًا لما ذكره الرئيس الصيني، ستنشئ الصين منبرًا لتبادل الخبرات والمعارف بشأن التنمية الدولية، ومركزا عالميا لتعزيز التنمية، وشبكة عالمية للمعارف من أجل التنمية، بغرض تبادل الخبرات في مجال الحكم وتعزيز التعلم المتبادل.

UAE hosts 36th meeting of WHO Regional Certification Commission for Poliomyelitis Eradication

DUBAI, The 36th meeting of the WHO Regional Certification Commission for Poliomyelitis Eradication for Countries of the Eastern Mediterranean Region, which was hosted by the UAE in Dubai, has discussed the latest developments and the annual reports of various countries. The meeting aims to review the current situation and developments of the polio eradication strategy in the region, and to come up with recommendations that support the global strategy.

Dr. Nada Hassan Al Marzooqi, Director of Public Health and Prevention Department, MoHAP, and Dr. Yagoub Al Mazrou, Chairman of the Regional Certification Committee for Polio Eradication for Eastern Mediterranean Region, took part in the meeting, in addition to members of the technical team of the World Health Organisation (WHO), and representatives of the member states of the Committee.

Speaking during the meeting, Dr. Nada stressed that the UAE pays utmost attention to developing national programmes for monitoring and detecting any cases of acute flaccid paralysis, in accordance with the WHO’s guidelines, adding that MoHAP and other health authorities are cooperating to maintaining high polio vaccination coverage of more than 95 percent.

“The ministry will spare no effort to improve the polio surveillance system to immediately report any acute flaccid paralysis cases as soon as they are discovered in any health facilities,” she said.

She noted that the UAE has excelled in combating the illness and has become a regional and international role model in polio eradication and control. The UAE will continue to activate the national response plan to brace for facing any suspected cases coming from outside the country, she added.

Suspected cases will be handled accurately, scientifically, and in accordance with global best practices, Dr. Nada stated, lauding the great efforts made by the WHO Regional Committee for the Eradication of Polio in the Eastern Mediterranean Countries as well as the contribution of every individual working on the national health security initiatives in every nation.

Hamdan Bin Mohammed Smart University hosts delegation of Executive Doctorate students from University of Pennsylvania

DUBAI, Hamdan Bin Mohammed Smart University (HBMSU) welcomed a delegation of Executive Doctorate students from the University of Pennsylvania Graduate School of Education(Penn GSE), to examine prospects of collaborative knowledge and joint scientific research exchange.

Prof. Nabil Baydoun, Vice Chancellor of Academic Affairs at HBMSU, received the delegation, along with Prof. Awoniyi Awofeso, Programme Chair, Health Studies.

US Pledges $55 Million to Afghan Quake Response

The United States will give nearly $55 million in immediate humanitarian assistance to people impacted by a recent earthquake in southeastern Afghanistan.

The funds will be used to deliver essential food items, clothing, cooking utensils, blankets, jerry cans, and sanitation supplies to prevent waterborne diseases in the disaster-hit areas.

The U.S. has been the largest humanitarian donor to Afghanistan and committed more than $774 million in humanitarian assistance over the past year, according to the Department of State.

“The United States has an enduring commitment to the people of Afghanistan, and we welcome and encourage support from our international partners in this time of great need,” Secretary of State Antony Blinken said in a statement on Tuesday.

The U.S. announcement came only a day after the United Nations appealed for $110.3 million in urgent humanitarian response to some 360,000 Afghans impacted by the earthquake.

On June 22, a 5.9 magnitude quake killed about 1,000 people, including at least 150 children, and destroyed or damaged hundreds of homes in several districts in Paktika and Khost provinces, according to aid agencies and Taliban officials.

Several countries in the region, including China, India, Iran, Pakistan, Qatar and the United Arab Emirates, have responded to the disaster with planes loaded with tents, clothes, medical supplies and food items.

On Tuesday, two planes carrying $8 million worth of Chinese relief supplies for quake survivors landed at Kabul airport, Taliban officials announced.

Last week’s earthquake has compounded humanitarian needs in Afghanistan, where some 90% of the population is facing hunger, aid agencies say.

Through a separate humanitarian appeal, the U.N. has asked donors for about $4.4 billion to mitigate the most pressing needs and save lives in Afghanistan this year.

As of June 28, less than 34% of the Afghanistan 2022 humanitarian appeal has been fulfilled. The U.S. is on top of the donors’ list with a $459.6 million commitment.

Ministry of Climate Change, Philippines department of agriculture sign MoU to develop agricultural sector

DUBAI, The UAE Ministry of Climate Change and Environment (MoCCAE) and the Department of Agriculture of the Philippines today signed a memorandum of understanding (MoU) to step up collaboration in developing the agricultural sector in both countries.

The scope covers multiple areas, including soil science and management, biotechnology, post-harvest transactions, agricultural research and development (R&D), agricultural innovation, protected agriculture technology, and irrigation and water resources.

The agreement aligns with the strategic direction of the UAE leadership to enhance international cooperation and exchange of successful experiences with the aim of strengthening the country’s capabilities to face all challenges and building a better, more sustainable future.

The MoU was signed by Nourah Karam, Acting Assistant Under-Secretary for the Food Diversity Sector at MoCCAE, and Hjayceelyn M. Quintana, Ambassador of the Philippines to the UAE.

Speaking on the new partnership, Karam said, “MoCCAE is keen to build bridges of cooperation with the concerned authorities in other countries as part of its efforts to achieve the country’s goals in food security, environmental protection, and climate action. The agreement with the Philippines Department of Agriculture focuses on identifying innovative solutions that strengthen food security by implementing technology, adopting modern climate-smart agricultural systems, increasing food production, and ensuring the continuity of supply chains.”

She added, “Sharing knowledge and best practices between our two countries, who rely on innovation to deal with challenges, will help us build sustainable food systems and meet our food security targets. We look forward to cooperating with our counterparts in the Philippines, and are confident this partnership will bring us mutual benefits.”

For her part, Hjayceelyn M. Quintana said, “As we grapple with the effects of climate change and conflicts on our food security, this MoU on agriculture puts Philippines-UAE relations at a higher level. The Philippines, being one of the countries most affected by climate change, views the signing of this agreement as timely and relevant, as both sides mark the 48th anniversary of the establishment of diplomatic relations this year. The MoU sets up a Joint Committee, where officials of the Philippines and the UAE will set directions for cooperation in soil science and management, biotechnology, post-harvest, agriculture R&D, agri-innovation, irrigation and water resources.”

Under the MoU, the two parties will share technical, scientific, and legal information on agriculture, exchange visits of experts and trainees, organize training workshops, seminars, and conferences, and run joint R&D programs.

To achieve the objectives of the agreement, a joint committee will be formed to coordinate between the two entities. The committee will meet periodically to set priorities and develop action plans for the targeted projects, and will submit annual reports on the achievements.
