Ministry of Finance launches expanded ‘Digital Procurement Platform’ catalogue


DUBAI: The Ministry of Finance today launched the newly updated catalogue for the Digital Procurement Platform, which has expanded to include 35 categories containing more than 120,000 products and services provided by 230 suppliers.

The event, gathering the attendance of representatives from more than 30 federal entities, featured an introduction to the advantages of purchasing through the catalogue compared to traditional processes, contributing to a 75 percent reduction in procurement steps and reducing the time required for the purchase process from an average of 60 days to six minutes.

The central procurement unit at the Ministry of Finance has negotiated with suppliers to obtain the best prices for products and services.

Mohamed Hadi Al Hussaini, Minister of State for Financial Affairs, said, ‘We aspire to be global leaders in the financial field, and to contribute to achieving the UAE’s vision. Our event today marks a new milestone on the path of innovation, collaboration, and the exchange of ideas.
Together with our partners from federal government entities, we are charting a course towards a future where efficiency, transparency, and innovation define government procurement. The Digital Procurement Platform is part of the strategic directions expressed by the five major transformational projects of the Ministry of Finance, including the first project, the Supply Strategy of the Federal Government, which aims to incorporate new categories of suppliers for the federal government to support national economic growth and enhance government efforts aimed at expanding and diversifying the supplier base in the federal government. This, in turn, contributes to improving the quality of services and products for federal procurement at competitive prices.’

He added, ‘The Ministry’s proactive work to identify all government requirements confirms that the platform’s function is not limited to connecting government entities with suppliers, but also ensures achieving the objectives of this transformational project. I
t also increases the readiness of government financial work, in line with the new government work methodology adopted by the UAE to lead the government development process, meets the country’s future requirements, and continues its development journey for the next decade and towards the next 50 years, in line with the digital transformation strategy, enhancing joint work, and forming effective partnerships with the private sector to improve the level of government services, especially in the fields of procurement and government supply.’

The Digital Procurement Platform is a strategic and vital project in digital transformation, especially in managing purchasing operations at the federal level. It has brought about a positive change in terms of efficiency, transparency, monitoring expenses, and expenditures. The acceleration of purchasing processes and the simplification of procedures have facilitated access to purchasing and supplier information in the system automatically and electronically. This transforma
tion reflects our commitment to sustainable digital transformation and the spirit of innovation in enhancing the efficiency of spending in government work.

The platform has provided an easy and flexible user experience by designing a simple user interface to facilitate navigation, minimising complexity and increasing productivity, which has helped to speed up the procurement process more effectively. It has succeeded in enhancing automation and electronic catalogues to shorten the required time for the purchasing process. A system that allows a clear view of transactions and expenditure analysis for better financial decisions, including support and preservation of resources for future generations, has also been provided. The platform has played a significant role in connecting federal entities with suppliers and the value chain through an integrated network to facilitate communication and enhance transparency in purchasing.

Participants in the launch event were introduced to the newly updated catalogue that
reduces the number of steps for procurement processes from 11 to three. In addition, new features in the Digital Procurement Platform were presented, including electronic contract drafting, contract signing using digital identity, the reporting dashboard, and the budget verification feature. The platform also provides a reverse auction feature when launching a digital tender and tracks the progress of purchase requests and orders. The catalogue also displays a section for SMEs, to facilitate access to their products and services.

The new catalogue categories, which include advertising and media services, real estate insurance, travel services, consulting services, installations and interior design, property management, information technology services, legal services, photography and video, studies and research, training, translation, and other services, were also showcased.

In addition, a panel discussion about emerging technology in digital procurement took place during the launch event. The theme of the d
iscussion revolved around how can emerging tech like artificial intelligence drive efficiency and increase transparency and accountability in government procurement. It also reviewed the latest trends and best practices in digital procurement, as well as how can the Digital Procurement Platform leverage them to bring greater added value.

The panellists included Dr Marcell Vollmer, CEO of MV Procu GmbH, Jasmin Frick, Director of Seller Success at Amazon MENA, Hamed Kazim, Senior Partner at PwC and Senior Advisor in the Dubai government. The discussion was moderated by Mohammed Saeed AlEter, an executive in artificial intelligence, digital economy, and remote work applications.

Dubai Health Authority showcases efforts to regulate, develop dentistry at AEEDC 2024


DUBAI: The Dubai Health Authority (DHA) announced, during its participation in the UAE International Dental Conference and Arab Dental Exhibition (AEEDC 2024) currently held in Dubai, the details of the recently published document- “Scope of Practice and Core Competencies for General Dentistry and Specialisation – Second Edition”.

The document details the scope of practice for general dentistry and specialisations for healthcare professionals involved in providing services according to best practices in the field. Currently, the emirate has 1043 facilities providing dental health services and 4060 dental healthcare professionals.

The objectives of the document are to ensure compliance with required standards, provide proficiency for general and specialised dentists, enhance professional skills, promote continuous professional development, ensure the application of medical best practices, define permissible procedures in the field, elevate the level and quality of services, and foster trust between patients
and healthcare providers.

Moreover, at the ongoing conference, the Dubai Health Authority presented the Unified Dentistry Internship Programme, implemented in collaboration with the private healthcare sector, within medical education and professional development programmes. The programme aims to improve clinical skills, develop professional and communication skills, and time management.

At the conference, the DHA also highlighted its dental health policy for schools in the emirate. As part of its commitment and enhanced goals to develop student health and quality of life, for students from kindergarten to 12th grade, the Dubai Health Authority has adopted a clear policy and a set of initiatives to support school health in private schools in Dubai. This includes dental and oral health initiatives.

The DHA has expanded its dental health programmes to 73 schools with a total of 39,871 students in the academic year 2022/2023 as compared to 24,145 students in the academic year 2021/2022.

Nahyan bin Mubarak attends 21st Emirates Society of Ophthalmology Annual Conference in Abu Dhabi


ABU DHABI: Sheikh Nahyan bin Mubarak Al Nahyan, Minister of Tolerance and Coexistence, has attended the 21st Emirates Society of Ophthalmology Annual Conference, held under Sheikh Nahyan’s patronage in collaboration with international and regional ophthalmology associations.

The event provided continuous medical education at the Hilton Abu Dhabi Yas Island Hotel and lasted for three days from 3rd to 5th February 2024, organised by the Emirates Society of Ophthalmology and supervised by the Emirates Medical Association.

With the support of the Department of Culture and Tourism – Abu Dhabi, the conference offered a rich scientific programme on the latest diagnostics, surgical techniques, scientific studies and research in the field of ophthalmology.

The programme also included dozens of workshops that provided the opportunity for doctors, optometrists, nurses, and technicians to refine their medical and surgical skills and acquire new insights on the latest research and scientific updates.

The conference ho
sted international leading speakers from the US, the UK, Japan, other countries from across the globe and several leading ophthalmologists from the UAE and the Middle East region.

A platform for sharing knowledge, updates and research in various eye diseases and modern treatments, the conference has witnessed growing success, every year hosting numerous exhibitors and pharmaceutical companies to showcase their new products and devices.

In his speech at the opening ceremony, Sheikh Nahyan bin Mubarak stressed the importance of such scientific conferences in line with the direction of the wise leadership of the UAE and its commitment to promoting excellent health care and advanced medical practice.

He commended the efforts of the Emirates Society of Ophthalmology and its members for sharing UAE experiences and local achievements in this field.

Sheikha Dr. Noura Al Qassimi, President of the Emirates Society of Ophthalmology, said, ‘The conference covers many topics such as cataract surgery, glaucoma, corneal
transplantation, and vision correction. The conference also addresses the latest treatments related to retinal diseases and optic nerve disorders.’

She added that more than 1,600 participants from around the world attended the conference, with more than 200 leading speakers in various sub-specialties of ophthalmology, focusing on the latest developments in surgical treatments and diagnostic procedures. 300 scientific papers are also discussed and showcased as part of the scientific programme of the conference.

Dr. Maysoon Al Karam, Chair of the Conference’s Steering Committee, said, ‘Among the prominent scientific sessions this year is a session presented by the Orbis Flying Eye Hospital, the only teaching hospital for ophthalmology in the world aboard an MD-10 aircraft, and a scientific symposium presented by the American Academy of Ophthalmology, which showcased the latest developments in the field of retinal diseases. We also have a dedicated session on the use of stem cells in ophthalmology, hosting exp
erts from Japan and the UAE. We trust this conference provides an ideal opportunity for intellectual exchange and knowledge sharing on a global and local level.’

Medlab Middle East showcases latest global laboratory technologies


DUBAI: The latest laboratory technologies from around the world are being unveiled this week at Medlab Middle East.

The annual medical laboratory exhibition unites exhibitors and visitors from more than 180 countries, presenting cutting-edge industry innovations and pioneering medical laboratory products and services.

Research from Open PR suggests that the global medical laboratory market is projected to experience significant growth, with its value expected to increase from US$150 billion in 2023 to US$280 billion by 2030, at a CAGR of over 3.7 percent. Among the many game-changing laboratory technologies featured at Medlab Middle East 2024, Abbott, a world leader in point-of-care solutions, is presenting the first rapid handheld objective blood test for concussions. The i-STAT TBI plasma test is designed to help clinicians asse

Meanwhile, clinical diagnostics leader Beckman Coulter has launched the DxC 500 AU Chemistry Analyser. An automated clinical chemistry analyser, the new launch is part of a portfolio of solutions developed by the company to address the complete needs of healthcare systems. The aim of these products is to complement central hub laboratories by advancing the technology and capabilities of satellite and independent hospital laboratories.

Elsewhere, Tosoh, a leading innovator in the field of in vitro diagnostic solutions, announced at Medlab Middle East that its latest breakthrough product, the AIA®-CL300, is now available in the region. Referred to as the “small giant,” this compact automated chemiluminescent enzyme immunoassay analyser is designed to meet the diverse needs of clinical laboratories. It
seamlessly facilitates routine analysis, emergency use, specific pathologies, and esoteric tests while enhancing assay analytical specifications for laboratories of various sizes.
